He also oversaw development of Rising Waters, Mounting Challenge – Flood Prevention, Protection and Assistance, a report on the National Flood Insurance Program, published under the auspices of the Federal Emergency Management Agency and NCOIL.

Mackin & Company also assisted in the formation and growth of an important new legislative forum - the National Council of Legislators from Gaming States (NCLGS), an organization concerned with meeting public policy concerns on gaming issues. Bob has also served as principal consultant to the National Council of Gaming Legislators from Gaming States Foundation.

Mackin & Company is active in publishing. Its completed works include the 19 annual editions of the Insurance Legislative Fact Book and Almanac, published for NCOIL. The Company has, among its credits, a major work on insurance investment law, published by NILS Publishing Company, and two books on insurance legislation, published by Commerce Clearing House.

Buckley. He began his career as a press aide to the New York State Attorney General Louis J. Lefkowitz.
